Carter Report

In September 2005 an Independent Review of Pathology Services was set up, chaired by Lord Carter of Coles. Its purpose was 'to advise Ministers, in the context of current resource constraints, on the timeliness, reliability, capacity and efficiency of current pathology services in England, benchmarked against international standards and the feasibility of and benefits arising from wide-scale service reconfiguration, innovation and modernisation and involvement of the independent sector.' In their Report, the Review Panel set out their findings and conclusions, and make recommendations for the development and improvement of pathology services.

Second report

The report of the second phase of the Independent Review of NHS Pathology Services in England, chaired by Lord Carter of Coles, was published in December 2008.

The report is focused on three main themes: improving quality and patient safety; improving efficiency, and identifying the mechanisms for delivering change.  The Review estimated that significant savings could be realised by the NHS through consolidating pathology services, and made specific recommendations for change.
